The Welfare Services theme group of the Rural Policy Committee works to promote access to health and social services and basic education services in rural areas. In its fourth term of operation (2008–2009), the theme group will pay particular attention to the challenges posed by the restructuring of local government and services as well as to issues concerning the accessibility of locally based services in the countryside. This will be addressed in particular from the point of view of individuals living in the rural heartland and sparsely populated rural areas.
As the need for services in rural municipalities increases, the economic conditions for the provision of services become stricter. This requires locally based solutions and new partnerships and open-mindedness in the public, private and third sectors and voluntary work, including mobile services and village community centres. Information and new methods are needed in implementing service concepts suitable for rural areas, gathering information on rural services and well-being, and promoting the recognition of green care activities.
The theme group is set to organise seminars, draft initiatives, approach decision-makers, researchers and developers, and compile data on innovative models and projects for the provision of services in rural areas. The theme group's website will actively be used for communication. The pages are kept up-to-date with topical information and useful links. The aim is to develop the website into a comprehensive data bank. In 2009, the theme group's work will particularly be focused on networking and finding new forms of co-operation.
